(a) It shall be unlawful for water supplied by the water utility to be used or lost in a reckless, careless, or negligent manner through leaks or otherwise. If the city identifies or becomes aware of a leak that must be repaired by the property owner, the repairs must be done in a timely manner. The City Manager has the discretion to disconnect the water service if the repair is not done within a timely manner. If a water leak is substantial, the City Manager shall have the discretion to immediately disconnect the water service to protect the water system.
(b) In the instance of legitimate plumbmg leaks, the customer has the option of applying for a leak credit to be applied to the account. Such leak credits can only be used one time per calendar year. To calculate the leak credit, the following procedure will be used:
(1) The last 12-month average usage by the customer will be subtracted from the highest usage month when the leak occurred.
(2) The resulting amount will be divided by two.
(3) The last 12-month average usage by the customer will be added back to the total.
(4) The resulting amount is what will be billed to the customer for water usage that month. The balance of the original charges will be applied as a credit to the account.
(5) The customer must supply documentation showing that repairs were completed before any leak allowance can be calculated.
