(a) The governing body shall select one of its members to conduct utility hearings. The assigned member of the governing body shall have the authority to make payment arrangements and grant extensions related to past due utility bills on behalf of the governing body.
(b) The City Manager and City Clerk shall assist the assigned member of the governing body in conducting utility hearings.
(c) Utility hearings shall be conducted on the date of the second monthly meeting of the governing body, which is usually on the fourth Thursday of the month, and at other dates and times determined by the assigned member of the governing body.
(d) If an agreement cannot be reached with the assigned member of the governing body and a customer, the customer must appear before the entire governing body for a hearing.
(e) If a customer fails to abide by the agreements made at the utility hearing, service will be disconnected without notice.
(f) Utility hearings shall follow policies enacted by the governing body.
