§ 15-103A EMERGENCY UTILITY PAYMENT EXTENSION.
   The City Manager shall have the discretion to allow utilities to remain in service or reconnected when a customer has a past due balance if the following conditions are met:
   (a)   The customer must make a reasonable payment on his or her past due bill and agree to attend the next, regularly scheduled utility hearing.
   (b)   At the utility hearing, the customer will work out a formal payment arrangement.
   (c)   If the customer does not appear at the utility hearing, there will be no other extension given and regular disconnect policies shall apply.
   (d)   If a customer fails to complete an emergency utility payment extension by not attending the utility hearing, the customer will not be allowed to use this emergency payment option for the next six months, starting with the month after the failed extension.
   (e)   The governing body finds that a “reasonable” payment will be at least 25% of the past due bill.
