§ 14-316 RESIDENTIAL PARKING.
   The following restrictions shall apply in all residential districts of the city.
   (a)   No more than 40% of the front yard of any residential lot shall be paved.
   (b)   All motor vehicles, except those prohibited in division (d) below, must be parked on a driveway or parking area paved with concrete, asphalt, asphalt millings will slurry seal or other material approved by the Building Inspector. Exceptions to this standard will be granted to vehicles with appropriate placards for handicapped parking.
   (c)   All recreational vehicles, boats and trailers of any type must be parked in a building, under a carport, on a side yard or on a rear yard. Recreational vehicles, boats and trailers of any type shall not be parked in a front yard between the front of the principal structure and the front lot line. Parking areas for recreational vehicles, boats and trailers of any type are not required to have a hard surface; provided, however, that a recreational vehicle, boat or trailer of any type must be parked on a dust-free, rust-free surface including, without being limited to, any such areas covered with grass, ground cover, water-permeable grass pavers, concrete, asphalt or other similar ground cover approved by the Building Inspector. Parking, driving or storage of recreational vehicles, boats and trailers of any type on exposed dirt shall be prohibited. Drive areas to and from the parking space for a recreational vehicle, boat or trailer of any type shall be rust-free.
   (d)   No person shall park and no owner shall allow remain parked on any area of a residential lot a truck with a state licensing rating of one and one-half tons or more, a bus, combine or semi-trailer. A semi-truck tractor may be parked on a driveway only for no more than 48 hours at a time.
   (e)   Violations of this section shall be punished according to the general penalty in § 1-116.
