It shall be unlawful to park, locate or leave standing any vehicle, no matter how propelled, on the south side of Sherman Avenue between Main Street and Spruce Street from December 1 through December 31 of every year. In the event any such vehicle shall be so parked or left standing during said time period, the city, by its departments may move the vehicle and place the same in storage or upon city property or property under the control of the city; retain possession of and control over the same; and charge a reasonable amount against the owner of said vehicle for such removal, storage and sale thereof, if sale becomes necessary.
