All parking of motor and other vehicles in and about Riverside Park and all other parks and public grounds of the city shall be under the supervision of the police officer or officers in charge thereof, and all person operating or having the management of motor and other vehicles in or about any park or public grounds of the city or at any public assemblage in the city shall observe and obey the reasonable rules and regulations of the police officer or officers in charge thereof.
