It is unlawful to park, or leave standing, any tool or piece of machinery or equipment, or vehicle of any type, other than licensed passenger vehicles, on the side of the street adjoining and next to any property occupied by a church or other church building in the city. Any property or vehicle so unlawfully parked or left standing as prohibited in this section may be removed and placed in storage under authority of the Police Department of the city, and upon being released to the owner or the person in charge thereof, such owner or person in charges shall pay the costs and expenses of such removal and storage.
