No person shall drive any vehicle on a highway or elsewhere throughout the city in any race, speed competition or contest, drag race or acceleration contest, test of physical endurance, personal or public exhibition of speed or acceleration, or for the purpose of making a speed record, or for the purpose of making or leaving tire marks on the surface of the roadway or elsewhere, and no person shall in any manner participate in any such race, competition, contest, test or exhibition of speed or acceleration, or the making or leaving of tire marks.
