The governing body has determined, upon an engineering and traffic investigation, that the speed limit permitted under state law and in § 33 of the Standard Traffic Ordinance is greater than is reasonable and safe under the conditions found to exist in any park under the jurisdiction of the city, and when signs are erected giving notice thereof no person shall drive a vehicle in excess of 20 mph in any park under the jurisdiction of the city.
