The governing body has determined upon an engineering and traffic investigation, that the speed limit permitted under state law and in § 33 of the Standard Traffic Ordinance is greater than is reasonable and safe under the conditions found to exist upon the following designated alleys, and when are erected giving notice thereof, no person shall drive a vehicle in excess of 15 mph in the alleys extending north and south from Sherman Street to Avenue “D” in the blocks bounded on the west by Cedar Street and on the east by Spruce Street.
