§ 14-215 SPECIAL SPEED LIMITATION; ELM STREET.
   The governing body has determined, upon an engineering and traffic investigation, that the speed limit permitted under state law and in § 33 of the Standard Traffic Ordinance is greater than is reasonable and safe under the conditions found to exist upon the following street, the same being a drainage street of concave type, and it is determined and declared that the reasonable and safe speed limit on the street is 20 mph and when appropriate signs are erected giving notice of such speed limit, no person shall drive a vehicle in excess of 20 mph on the following named street: Elm Street from Sherman Street to Avenue “D”, west.
