§ 14-213 SPEED LIMITATIONS; SCHOOL ZONES.
   (a)   The governing body, having determined upon the basis of an engineering and traffic investigation that the maximum speed limit permitted under state law and § 33 of the Standard Traffic Ordinance is greater than is reasonable and safe under the conditions found to exist at certain intersections and along the streets and highways approaching the intersections being in the vicinity of the schools in the city, determines and declares that a reasonable and safe speed limit for the school zones designated in division (b) is 20 miles per hour during the portion of the year from August 1 of each year to June 1 of the following year, and no person shall operate or drive any vehicle in excess of the speed limit along or upon the portions of the streets and highways during such periods of time during the hours of 7:30 a.m. and 9:00 a.m., 11:00 a.m. and 1:00 p.m., and 3:00 p.m. and 4:00 p.m. This section shall not apply on days school is not in session.
   (b)   For the purpose of regulating motor vehicle traffic set forth in division (a) the following streets and roadways are hereby designated as school zones:
      (1)   Spruce Street between Avenue “C” and Avenue “G”;
      (2)   Pine Street between Avenue “C” and Avenue “E”;
      (3)   Main Street between Avenue “D” and Avenue “F”;
      (4)   Avenue “E” between Cedar Street and Chariton Avenue;
      (5)   Avenue “F” between Main Street and Pine Street;
      (6)   Sugar Street between Avenue “C” and Avenue “F”;
      (7)   Douglas Street between Avenue “C” and Avenue “F”;
      (8)   Avenue “E” between Lincoln Street and Sugar Street;
      (9)   Avenue “D” between Lincoln Street and a point 208 feet west of the western most edge of Sugar Street; and
      (10)   Avenue “D” between Cedar Street and Pine Street;
