§ 14-211 CERTAIN ALLEY AS ONE-WAY.
   (a)   The governing body has found and determined that for the public good, convenience and protection that portion of the north-south alley in the block bounded on the north by Avenue “D”, on the east by Main Street, on the south by Avenue “C” and on the west by Cedar Street, in the city at its intersection with the south line of the east-west alley in the west half of the block, south to its intersection with Avenue “C” should be designated a one-way alley providing for southbound traffic only along that portion of the alley and appropriate signs should be placed so as to adequately define the limits of and provide for the regulation of vehicular traffic along that portion of the alley in accordance herewith.
   (b)   In accordance with division (a) above, that portion of the alley set forth in division (a) above is designated and established as a one-way alley for southbound vehicular traffic only; and there is to be established at that portion of the alley sufficient and adequate signs to identify the one-way alley and regulate traffic thereon.
