The driver of any vehicle shall not make a U-turn, i.e., turn such vehicle so as to proceed in the opposite direction, upon any street except at an intersection with another street not an ally; nor shall any such U-turn be made at the following intersections:
(a) At all intersection of Main Street with intersecting streets;
(b) At all intersections of Avenue “D” with any other street, avenue or highway;
(c) At all intersections of Spruce Street with all streets, avenues and highways from Sherman Street to and including Avenue “E”;
(d) At all intersections of Cedar Street with and including all streets, avenues and highways from Sherman Street to Avenue “D”; and
(e) At all four-way stop intersections.
