(a) All existing signs, posters, billboards, roadside stands or other private installations encroaching on or above that portion of South Main Street beginning at the intersection of Main Street and Eighth Street, thence north on Main Street to a point 150 feet south of Sherman Street, shall be removed therefrom within ten days.
(b) It is unlawful to erect, install or construct signs, posters, billboard, roadside stands or other private installations which would encroach on or above that portion of South Main Street as described in division (a) above.
