It is unlawful for any person or persons to enter upon the premises designated as the city swimming pool, or to avail himself, herself or themselves of the privilege of the facilities, except in accordance with the rules and regulations established for the use of the facilities, or to enter upon the premises or to use the facilities at any time, or in any manner, except during the hours when the duly constituted agents of the city are present and in charge of the operations of the city swimming pool facilities.
