The ownership, management, control, preservation and operation of the facilities known as city swimming pool shall be under the control of the governing body of the city, and such agents, servants, employees and managers as may be designated from time to time by the governing body; and the governing body may, from time to time, prescribe rules and regulations for the use, operation and management of the facilities known as city swimming pool. It shall be the duty of all persons coming upon the premises so designated as city swimming pool, or in using the same, to conform to and abide by any and all such rules and regulations so established.
