So much of the Cemetery, as is enclosed and contained within Blocks No. 6, 7, 20 and 29 of the recorded plat thereof and being laid off in ranges, shall be and the same is reserved for the burial of the poor, and burial permits therein shall be granted upon such condition and at such prices as the governing body may determine.
