No owner of any lot or lots shall sell and transfer any lot or part of a lot so held and owned by him or her in the Cemetery without the permission of the governing body and without having the same transferred on the records of the City Clerk, and the City Clerk shall collect for each of such transfers the sum as approved by the governing body and listed in the latest City of Kingman Schedule of Fees.
