Upon the payment of the price for any lot or lots as provided for in this article by any person or society, the City Clerk shall issue to the purchaser a certificate of ownership under the seal of the city, which shall convey to the purchaser the lot or lots named therein for purposes of interment only; provided, that the ownership of any lot or lots in the Cemetery shall not entitle the owner to have interred therein other than the members of his or her family and his or her immediate relatives unless special permission therefore is secured from the governing body; provided further, that this restriction shall not apply to lots owned by religious or benevolent societies or orders.
