(a) All appointments shall be made by the City Manager based upon qualification, competence and merit. All department heads shall be ready to furnish the City Manager with such information as he or she may require.
(b) The offices to be filled are as follows:
(1) City Clerk;
(2) City Treasurer;
(3) City Attorney;
(4) Municipal Judge;
(5) Fire Chief;
(6) Superintendent of Municipal Power and Light;
(7) Chief of Police;
(8) Superintendent of Public Works;
(9) Health Officer; and
(10) Any other such officers and assistants as deemed necessary by the governing body for the best interests of the city.
