§ 7-402 CONTINUITY OF GOVERNMENT; RESPONSIBILITIES.
   (a)   Disaster declaration.
      (1)   Actual declaration of a disaster situation should be made by the Mayor, which sets disaster procedures into operation. In his or her absence, or incapacity, the Vice-Mayor, City Manager, City Clerk or Chief of Police shall be empowered in that order to make the declaration.
      (2)   The Mayor shall call the City Commission to meet as the situation may dictate.
      (3)   The City Manager, City Clerk and Mayor shall act on situation data presented to the Emergency Operations Center by the various department heads, and agencies and inform the County Emergency Management Director.
   (b)   Assumption of responsibilities. Should any department head, elected or appointed official be incapacitated, the deputy department head or next in line as dictated by policy, shall assume those responsibilities.
