§ 7-303 SAME; EXCEPTIONS; TIME OF DAY; PARKS AND FAIRGROUNDS; AUTHORIZATION.
   (a)   It is unlawful for any person to have, keep, store, sell, offer for sale, give away, fire, or discharge any fireworks as defined in § 7-301 within the city, except in the celebration of Independence Day and from and inclusive of June 27 to July 4, or the following day if Independence Day is celebrated on July 5 of each year. Notwithstanding the aforesaid exception, it is unlawful for any person to fire or discharge the fireworks between the hours of 12:00 a.m. and 6:00 a.m.
   (b)   Notwithstanding the aforesaid exception, it is unlawful for any person to fire or discharge fireworks as defined in § 7-301 within any city park or within the Kingman fairgrounds; provided, that the governing body may authorize a public display of fireworks within a park or within the fairgrounds by responsible individuals; provided further, that such display and the fireworks so acquired, kept, handled, located, discharged and displayed shall not be hazardous to surrounding property or unduly endanger any person and that such display shall not be located or held within 300 feet of any building or other inflammable structure outside of the park or fairgrounds.
