§ 1-214 SAME; AMENDMENTS.
   (a)   Section 7 of the Code of Procedure for Kansas Cities, shall be amended to read as follows: “Public Comment: if public comment is allowed during a meeting, the citizen desiring to comment on matters of a general nature, not specific to an agenda item, shall sign up in advance of the meeting and shall provide his or her name and address for the purpose of putting both in the minutes of the meeting. The Mayor may limit the time of the each citizen based upon the number of people wishing to speak and the amount of time available for the public comment portion of the meeting. The public is not guaranteed the right to speak during a meeting except during public comment. The Mayor or presiding officer shall be the only person to recognize speakers”.
   (b)   (1)   Section 12 shall be amended to read as follows: “Order of Business: at the hour appointed for the meeting the Mayor shall call the meeting to order. The Vice-Mayor shall chair the meeting in the absence of the Mayor.
      (2)   Upon having a quorum present, the governing body shall proceed to business which shall be conducted in the following order:
         (A)   Call to order;
         (B)   Kingman Area Ministries, Inc.;
         (C)   Approval of agenda;
         (D)   Approval of minutes;
         (E)   Approval of bills payable;
         (F)   Approval of appointments or license;
         (G)   Notice and communications;
         (H)   Engineers report;
         (I)   Public comment;
         (J)   Ordinances and resolutions;
         (K)   New business;
         (L)   Unfinished business;
         (M)   Administrative report;
         (N)   Building permits approved by inspector; and
         (O)   Commissioner comments”.
   (c)   Section 36 shall be amended to read as follows: “Same; Transaction of City Business; Majority Requirement: no transaction of any city business shall be valid unless a majority of the members-elect of the Commission vote in favor thereof”.
   (d)   Section 38 shall be amended to read as follows: “Voting; Charter Ordinance; Commission City: the adoption of a charter ordinance requires four affirmative votes of the Commission. The Mayor is considered a member of the governing body”.
