The Health Officer shall inspect or cause to be inspected all swimming pools, both family and public, within the city at such times as he or she may deem necessary to carry out the intent of this article. The Health Officer, or his or her duly authorized agent, is authorized to enter upon any premises, private or public, to take samples of water from such swimming pools at such times as he or she may deem necessary and to require the owner, proprietor or operator thereof to comply with the provisions of this article. The Health Officer shall have the power to abate or cause a suspension for the use of such pool until such time as the same is, in his or her opinion, no longer a menace or hazard to health, safety or morals of the residents of the city or other persons using such swimming pools.
