All awnings, canopies, marquees and balconies shall be further constructed in either one of the two ways provided as follows:
(a) Such may be constructed so as to drain toward the building to which they are attached, and the discharge of the water from such awning, canopy, marquee or balcony shall be against the building, however, the water shall be discharged into a pipe or other similar structure which shall carry the water along the side of the building to and into the sidewalk and then under the sidewalk to be discharged into the gutter in front of or side of the building; or
(b) Such may be constructed so as to drain away from the building and the discharge of water from such awning, canopy, marquee or balcony at control and discharge point of not less than one per 25 feet nor more than two per 25 feet of length of such awning, canopy, marquee or balcony with such control and discharge points constructed at such an angle as to cause the discharge therefrom to an angle toward the gutter in front or side of the building.
