No person shall build, erect or construct any new awning, canopy, marquee, balcony, sign or advertising structure, or remodel or change any existing awning, canopy, marquee, balcony, sign or advertising structure along the streets, avenues, alleys and other public ways of the city without first obtaining a permit from the city and paying a fee as approved by the governing body and listed in the latest City of Kingman Schedule of Fees. Such permit may be obtained by filing with the City Clerk plans and specifications for such building, erection, construction, remodeling or changing in keeping with the provisions set out in this article.
