(a) All powers exercised by cities of the second class or which shall hereafter be conferred upon them, shall be exercised by the governing body, subject to such limitations as prescribed by law, and insofar as they do not conflict with statutes relating to the Commissioner-Manager plan of government.
(b) The Mayor or Chairperson of a board is the presiding officer or Chairperson of the meeting. As presiding officer, he or she is charged with preserving order and decorum at the meeting. Preserving decorum shall require every member to address the Chairperson and wait until he or she is recognized before proceeding. Proper address for the presiding officer shall be Mr. or Madam Mayor, or Mr. or Madam Chairperson.
