From and after the effective date hereof, there are hereby created capital improvement funds for capital improvements including new or replacement improvements such as roads, streets, drainage improvements, water and sewer improvements, machinery, equipment, furniture and fixtures, real property, buildings, appurtenances, rights of way, engineering, architectural or legal fees, and all costs and expenses related thereto. A. Kingfisher General Capital Improvement Fund: This capital improvement fund shall consist of all monies made available to the fund by action of the city commission, including, but not limited to: appropriations, transfers, gifts, donations, grants and apportionment of revenues. B. Kingfisher Public Works Authority Capital Improvement Fund: This capital improvement fund shall consist of all monies made available to the fund by action of the governing boards of either the Kingfisher city commission or Kingfisher public works authority, including, but not limited to: appropriations, transfers, gifts, donations, grants and apportionment of revenues. C. Kingfisher Recreation Authority Capital Improvement Fund: This capital improvement fund shall consist of all monies made available to the fund by action of the governing boards of either the Kingfisher city commission or Kingfisher recreation authority, including, but not limited to: appropriations, transfers, gifts, donations, grants and apportionment of revenues.
