The provisions of 11 Oklahoma Statutes section 31-101 et seq., as amended every ten (10) years, are hereby adopted by reference, including the definition of said statutes, and incorporated in the laws of the city as if set out at length herein for the purpose of establishing and operating a municipal library, consisting of five (5) to nine (9) members.
