The board of city commissioners, upon the recommendation of the board of adjustment, shall establish a fee in such amount as provided in the fines and fees schedule in appendix A, division IV of this code for the hearing of appeals, which shall be sufficient to defray the cost of publishing the notice of public hearing and any other costs associated with the hearing.
