This approval and the day thereof shall be shown on the final plat over the signature of the P&Z Chairperson or Secretary member. Unless stipulation for additional time is agreed to by the subdivider, and if no action is taken by P&Z at the end of forty five (45) days after submission, the final plat shall be deemed to have been approved.
      2.   If the final plat is disapproved, grounds for this refusal shall be stated in writing, a copy of which shall be transmitted with the tracing and prints to the subdivider.
