Plans for the improvements herein required shall be prepared by a qualified engineer, registered in the State of Oklahoma. Two (2) sets of prints of the proposed plans and specifications for all improvements shall be filed with the Planning Commission at the time of submission of the final plat. One set of as built plans and specifications, certified and signed by an engineer registered in the State of Oklahoma, shall be filed with the City Clerk prior to the acceptance by the City Commission of any improvements installed by the subdivider.
