Each plat admitted for preliminary or final approval shall be placed on the agenda of the planning commission only after fulfilling the appropriate requirements of this title. However, a plat not meeting all of the requirements may be submitted, provided the subdivider presents with the plat a written request of specific exceptions and enumerates in detail the reasons therefor.
