9-2-1: USE OF MUNICIPAL WATER SYSTEM:
   A.   Connection Required: Owners of any property that is within the City limits shall be required to connect to the Municipal water system if any portion of said property is located within three hundred feet (300') of a current Municipal water line. Connections shall be allowed as hereinafter set out. The fee for filing an application for a water tap permit for use within the City of Kingfisher and for the installation thereof shall be in an amount set by the Board of Commissions and shall be set out in the fines and fees schedule in appendix A, division IV of this Code.    B.   Connection From Outside City: New connections to the Municipal water system from property lying outside the Municipal boundaries of the City of Kingfisher ("rural water tap") are not allowed. An exception to this will be made if it is determined, at the sole discretion of the Board of Commissioners of the City of Kingfisher, that a significantly beneficial economic impact will be made by allowing said rural water tap. A significantly beneficial economic impact shall exist where it is determined that there is a high likelihood of numerous jobs being created by the applicant of said rural water tap or there is a high likelihood of significant economic development that benefits the City of Kingfisher and its citizens.    C.   Use Of Water Wells:
      1.   Owners of property within the City limits, other than land zoned as agricultural, which is within three hundred feet (300') of a current Municipal water line or is within three hundred feet (300') of a planned water line to be constructed within five (5) years of the date of application, shall not be allowed to establish a private well.
      2.   In an area where a water well would be allowed, an owner shall obtain a permit authorizing the use of said water well. If the property is zoned as agricultural, no fee shall be assessed. The fee for a permit authorizing the use of a water well shall be in an amount set by the Board of Commissioners and shall be set out in the fines and fees schedule in appendix A, division IV of this Code.
   D.   Application And Payment Of Fee: No unauthorized person shall make any connections with any Municipal water line without first having made application therefor to the City Clerk, and without first having paid the established fee.
   E.   Rural Water District: The requirements of this section shall not apply to persons currently being served directly by an existing rural water district. (Ord. 952, 8-11-2014)
