A. Employees of the City and/or Kingfisher Public Works Authority shall be given unencumbered access to all utility meters. Access to said meters shall not be through any sort of locked fence or gate, nor shall said meters be in any area not separated from any guard or vicious dog, or other vicious animal; meaning that if said dog, or other animal, is fenced in a back yard, City employees shall have access to said meter in an area not shared by said dog.
B. If access to said meters is encumbered in any way, including by dogs, the City and/or the Kingfisher Public Works Authority shall notify said customer by regular mail to correct the same within thirty (30) days. If said corrections are not completed, the City shall have the right to correct the same and bill the costs to said customer on its regular utility billing. (2013 Code)
