9-1-5: BILLING AND COLLECTION:
Billing responsibility and procedure shall be as follows:
   A.   The collection of all utility accounts shall be in the Office of the City Clerk.
   B.   The City Clerk shall have the direct responsibility of billing all consumers on such forms as may be designated and shall become delinquent fifteen (15) days after the issuance thereof.
   C.   The City Clerk shall have the authority to direct any meter or meters be disconnected where the utility accounts are delinquent. (2013 Code)
