8-3-1: CREATION AND MANAGEMENT:
   A.   A municipal golf course is hereby created for the city. Management of the golf course shall be under the control and supervision of the city manager.
   B.   The board of city commissioners may, from time to time at their discretion, make rules and regulations for the use of such municipal golf course. (2013 Code)
