6-3-7: TURNING CONFINED ANIMALS AT LARGE:

It shall be unlawful for any person to open any enclosure in which an animal is confined (as required by ordinance), so as to turn such animal at large, or to in any other manner turn such animal at large, whether or not the person is the owner of the animal which is so released. (Ord. 924, 1-11-2010)
