It is unlawful for any person to be vagrant according to the interpretation of the definition of vagrant by the Supreme Court of the United States of America. To be a vagrant, one must be wilfully, intentionally and unlawfully without means and without any attempt to better or improve himself, and by his conduct to remain constantly on the streets or in the alleys or within the perimeter of the City without having or intending to have any visible means of support.
