5-3-6: GENERAL STANDARDS:
All junkyards and salvage yards, which are established from and after the effective date hereof shall meet the following standards:
   A.   License Required; Application: Submit an application and obtain a license to construct and operate.
   B.   Location: Not be located closer than five hundred feet (500') to a preexisting church, school, daycare center, nursing home, skilled healthcare facility, hospital, public buildings, public recreation facilities or residence (excluding residence of the owner or his agent).
   C.   Compliance With Setback, Subdivision And Zoning Regulations: Observe all setback, subdivision and zoning regulations.
   D.   Compliance With Environmental Protection Laws: Operators shall not violate any local, state or federal environmental protection laws.
   E.   Fence Requirements: The operator or owner shall provide an opaque fence a minimum of six feet (6') tall for junkyards and eight feet (8') tall for auto salvage yards. The fence shall surround all of the property used for the junk or salvage operation. The fencing shall be constructed of new wood, metal, masonry or other suitable materials and shall be maintained in good condition. Used material may be used as long as it provides a uniform appearance and is free of visual defects. The code administrator shall approve all fencing. The yard shall have one or more gates of adequate size for the access of fire and police protection. All gates shall be kept locked during nonbusiness hours. Signs on the fencing shall not be allowed, except for the name of the business, service provided and the hours of operation.
   F.   Confinement Of Junk, Inoperable Motor Vehicles: All junk and/or inoperable motor vehicles shall be kept within the confines of said fence at all times unless being transported to or from the site.
   G.   Fire Lanes: Fire lanes shall be maintained in all junkyards/salvage yards. Fire lanes shall be a minimum of twelve feet (12') wide and located so that no area is more than twenty five feet (25') away from the nearest fire lane.
   H.   Stacking Of Junk Or Vehicles: No junk or vehicles shall be stacked higher than the fence enclosure or be stacked in such a way as to create a safety hazard.
