A. Registration Requirements: All owners, operators, or maintainers of automobile salvage yards or other junkyards existing at the effective date hereof shall register with the code administrator within a period of thirty (30) days from the effective date hereof. All existing automobile salvage yards or junkyards that have not been registered within thirty (30) days shall be in violation of the provisions of this chapter. Unless said junkyard or salvage yard can be documented to the satisfaction of the code administrator as existing prior to the effective date hereof, they shall be considered new junkyards. If documented as existing, said junkyards shall be required to obtain a license and be required to comply with the revised compliance schedule listed in subsection 5-3-5D of this chapter. Junkyards and salvage yards that fail to register within thirty (30) days and are in violation of the general standards, section 5-3-6 of this chapter, will be immediately subject to the penalties in section 5-3-9 of this chapter.
B. Application For Registration; Information: Registration shall be accomplished by completing a registration application. The code administrator shall provide the necessary forms for the registration application. Information required for the registration application shall include, but not be limited to, the following:
1. Landowner's and junkyard/salvage yard operator's name, address and phone numbers for business and home.
2. The legal description of the property. The total size of the property and approximate size of the property involved in the junk or salvage operation.
C. Time Limit: All existing junkyards and salvage yards at the effective date hereof, registered in accordance with this section, shall be granted a period of sixty (60) days from the effective date of registration to obtain a license. Thereafter, any unlicensed junkyards or salvage yards shall be in violation of this chapter. (Ord. 919, 9-8-2008)
