5-1-3: PUBLIC NUISANCES ENUMERATED:
Public nuisances shall include, but not be limited to, the following:
   A.   Dilapidated Buildings: Any "dilapidated building", as defined in 11 Oklahoma Statutes section 22-112, as may be amended from time to time.
   B.   Buildings Where Prohibited Activities Are Conducted: Any building, structure or other place or location where any activity which is in violation of local, state or federal law is conducted, performed or maintained.
   C.   Fences In Disrepair: Fallen fences or sections thereof, or fences that are in a state of disrepair so as to threaten public safety or public welfare.
   D.   Vicious Dogs, Barking Dogs Or Noisy Animals: Any vicious dog that barks at passersby and acts as if it intended to attack them or any dog or other animal which repeatedly, frequently or continuously annoys persons in its vicinity by barking or making other noises.
   E.   Loud Noises Prohibited; Exemptions:
      1.   Prohibited Noises: All loud noises which may annoy or prevent others' enjoyment of the use of their property or of the parks, streets and public ways within the city. It shall be the responsibility of the owner or person in control of the property to maintain noise levels within reasonable limits.
      2.   Exemptions: The following sources of potentially excessive sound shall be exempt from the requirements of this subsection:
         a.   Safety signals and alarm devices, storm warning sirens or horns and the authorized testing of such equipment, emergency vehicle sirens or horns when responding to an emergency.
         b.   Church bells or chimes.
         c.   Performance of construction, demolition, and/or repair work on any public project or public utility project.
         d.   Performance of construction, repair or remodeling; provided, that a permit has been issued for continuance or performance over such time periods as may be so stated in the permit.
   F.   Carcasses Of Animals: The carcasses of animals or fowl not disposed of within a reasonable time after death.
   G.   Noxious Odors: All disagreeable or noxious odors and stenches, as well as the conditions, substances or other causes which give rise to the emission or generation of such odors and stenches, including smoke and fires. Although not limiting any other noxious odors, this subsection is meant to specifically include the noxious odor emitted from the smoking or consumption of State authorized marijuana.
   H.   Stagnant Water: Any accumulation of stagnant water permitted or maintained on any lot or piece of ground.
   I.   Human Excreta Disposal: Any method of human excreta disposal which does not conform to the provisions of applicable City ordinances and State law.
   J.   Storage Of Vehicle Parts, Furniture Or Appliances: Any vehicle part or parts, household furniture or appliances, or any other similar items, unless enclosed by a sightproof fence at least six feet (6') in height erected so as to make such materials invisible from outside the premises.
   K.   Vehicle Containing Trash Or Junk: Any pickup truck, trailer or similar vehicle containing trash or junk which is parked, placed, stored or kept in such a manner that the trash or junk is in view of the public for a period of three (3) or more days.
   L.   Parking And Access To Parking On Nonpaved Surfaces:
      1.   Vehicles are prohibited from parking for any period of time on a portion of a lot or on an area used to access said parking that is not paved with a sealed, dustproof surface.
      2.   Exceptions: The provisions contained in paragraph (1) of this section shall not apply whereby:
         a.   Said vehicle is parked in a non-residential area and substantially blocked from public view.
         b.   Said vehicle is parked in a residential area, adjacent to a street or driveway, in an organized and regular manner that is satisfactory to the public eye. This exception is inapplicable, and such parking is prohibited, if said vehicle passes over any curb or tracks any debris into the street upon its movement to and from said parking.
      3.   Nothing in the subsection shall be deemed to subsections K or O of this Section.
   M.   Tracking Of Debris Onto Public Roads And Alleys: Tracking of debris (i.e., mud, dirt, rocks, gravel, etc.) onto public roads and alleys from any private lot.
   N.   Building Materials For Construction: Any building materials located on residential property, unless such building materials are being utilized in the course of normal construction, repair or remodeling on said property; and provided further, that said construction, repair or remodeling is performed with due diligence.
   O.   Storage Of Wrecked Or Abandoned Vehicles: Any wrecked, junked, nonoperative, abandoned or derelict automobile or other motor vehicle not stored within a garage or other enclosed structure if the automobile or motor vehicle does not conform to the requirements for operation on public highways as prescribed by 47 Oklahoma Statutes. The placing, keeping, parking or storing of any automobile or motor vehicle which does not have a current license plate on any property or premises within the City shall constitute evidence of the violation of this subsection by the person then in possession of such property or premises.
   P.   Weeds And Grass: Rank weeds, tall grass or other vegetation that is twelve inches (12") or taller, trash, junk, stored materials or possessions that by their location or density constitute a detriment to the health, benefit and welfare of the public or are a hazard to traffic, create a fire hazard, or harbor rodents or vermin. Trash which accumulates or weeds or unsightly grass which exist upon any lot, tract or parcel of land, or along the streets, alleys or public easements adjacent to such lot, tract or parcel of land, are hereby declared to constitute a nuisance.
