5-1-2: UNLAWFUL TO MAINTAIN OR COMMIT PUBLIC NUISANCE:
   A.   It shall be unlawful for any person to maintain or commit a public nuisance within the corporate limits of the city, or to permit a public nuisance to be maintained or committed upon any premises within the city that is owned or under the control of such person.
   B.   A nuisance shall be considered a public one if it affects the entire city or any community or neighborhood thereof, or any considerable number of persons, or the property values of other persons, although the extent of the annoyance or damage inflicted upon individuals may be unequal.
