2.15.350   Mayor the presiding officer at meetings.  
   A.   The mayor shall preside at all meetings of the council. He or she shall preserve order among the councilmembers, and is responsible for conduct of all meetings according to the rules of the council. He or she may at any time make such rules as he or she considers proper to preserve order among the spectators in the city council room during sessions of the council.
   B.   In the temporary absence or disability of the mayor, any member of the city council may call the council to order at any duly called meeting to elect a presiding officer from among its number and the presiding officer shall exercise all the powers of mayor except veto power during such temporary absence or disability of the mayor and may also vote as a councilmember.
