The platting board shall fix a time for a hearing on the petition which shall not be more than 60 days after the filing. The board shall publish a notice stating when and by whom the petition was filed, its purpose, and the time and place of the hearing. The notice shall generally describe the alteration or replat sought. The notice shall be published once a week for two consecutive weeks in a newspaper of general circulation in the area or, if there is no such newspaper, the notice shall be posted within the same time at three public places within the city. The board shall also mail a copy of the notice to each affected property owner not signing the petition.
