A. Upon establishment of the service, the city will register all existing dwellings and commercial, industrial and public facility establishments for the solid waste collection service provided by the city and notify the class of user of the requirement to use this service. Subsequent to the city's initial establishment of the solid waste collection service and registration of users, it shall be the responsibility of all parties that are required to use the service to contact the city office to subscribe to the service. All registered users shall be required to use and pay service until the user requests the city to discontinue the service. It shall be the responsibility of the customer to notify the city of any charges that may affect the monthly charges.
