A. All residential households (owners and/or occupants) connected to the city's water system, regardless of occupancy, are required to pay the monthly water rate set forth in § 12.10.255.
B. The city council shall adopt such additional regulations, provisions, and procedures pertaining to water supply and sewer collection services (utility services) as it deems proper.
