8.10.340   Land disposal procedure, generally.
   A.   Except as this article provides otherwise, where the city is required to dispose of land for fair market value, it shall dispose of the land in accordance with §§ 8.10.350 -.365.
   B.   Where the city may dispose of land for less than fair market value, it may do so by direct negotiation with the person acquiring the land without conforming to §§ 8.10.350 -.365, unless otherwise directed by the council.
