8.05.010 Regulations for use of public property--Manager and mayor authority.  
The manager and/or mayor of the city is authorized to enact regulations relating to prevention of nuisances and safety hazards on public property. Such regulations shall be posted in at least three prominent public places and on the site of the public property where the regulations apply. Such regulations shall be enforceable in the same manner as other city ordinances.
